The party first befriended Phil in an earlier adventure when they freed a group of merfolk from a [[Sea Hag]]'s enchantment — killing two of the thralls and then having them revived. Phil leads a band of merfolk who amuse themselves by latching onto passing ships and rocking them.

=== Role in Campaign ===
In [[Session 47 - The Sea of Moving Ice|Session 47]], Phil's pod swarmed the hull of the [[Frost Skimmer]]; combat was averted when [[Xanphina]] recognized him. Apologetic, Phil gifted the party a large (half-eaten) fish and confirmed that a dangerous white dragon — [[Arauthator]] — lurked to the northwest, one that had been preying on his kind. The party later used his gift fish to barter with a polar bear, sparing two ice hunters.
