Overview
Avernus is the uppermost layer of the Nine Hells, ruled by the archdevil Zariel. It is a desolate battlefield where the Blood War between devils and demons rages eternally. The sky burns with fire, rivers run with blood, and the landscape is scarred by endless conflict. Tiamat, the five-headed dragon goddess, currently resides in Avernus, having been banished there long ago. The Cult of the Dragon seeks to summon her from Avernus back to the Material Plane.

Campaign Events
During the encounter at the Temple of Lost Souls, a mysterious devil offered Gootcha a pact: he would provide power if she stopped the Cult of the Dragon from summoning Tiamat and kept the dragon goddess imprisoned in Avernus. The devil revealed that Tiamat was ordered by the dragon gods to destroy the Skarhald Clan for their defiance, and she commanded this destruction 'from her throne in Avernus.'
