The Sighing Masks are a Cult of the Dragon splinter cell â the cultists responsible for the attacks on Halia Thornton's Zhentarim waypoints along the Phandalin trade routes. Hunting for the source of the region's legendary magic items, they murdered waypoint operators and stole goods. They have not been identified or found, and remain at large.
Source: Identified through the party's investigation of the waypoint attacks (see Investigate the Attacks on Halia's Waypoints). Though the party resolved the immediate crisis by delivering the missing magic items, the splinter cell itself was never tracked down.
What's Known:
- The Sighing Masks are a splinter faction of the Cult of the Dragon, not a set of magic items
- They were behind the raids on Halia Thornton's waypoints, killing operators and stealing trade goods
- Their goal was to locate the source of Phandalin's legendary magic items â they did not know the true source was the Forge of Spells
- Their cell name, membership, leadership, and current whereabouts are all unknown
- They remain at large after the waypoint crisis was otherwise resolved

- Determine how the cell learned of magic items flowing out of the Phandalin region
- Investigate whether the cell still believes the Forge of Spells (or Thurmin/Nundro Rockseeker) is the source

- Find their leadership and where they have relocated
- Coordinate with Halia Thornton and the Zhentarim, who have a standing grudge against the attackers
