The Sighing Masks are a Cult of the Dragon splinter cell — the cultists responsible for the attacks on Halia Thornton's Zhentarim waypoints along the Phandalin trade routes. Hunting for the source of the region's legendary magic items, they murdered waypoint operators and stole goods. They have not been identified or found, and remain at large.
