Phandalin Miners’ Exchange
Phandalin Miners’ Exchange
The **Phandalin Miners’ Exchange** is a bustling trade hall and registry for local mining claims, serving as both an economic hub and a political power center in Phandalin. It is managed by Halia Thornton, a shrewd and calculating businesswoman whose charm and ambition have made her one of the most influential figures in town.
Overview
Officially, the Exchange records mining claims and coordinates shipments of ore and supplies to merchants in Neverwinter and Waterdeep. Unofficially, it is also where deals are struck, debts are called in, and quiet arrangements are made behind closed doors.
The building is one of the sturdiest in Phandalin — a stone-and-timber hall reinforced with iron bars and shuttered windows, more fortress than office. A constant stream of miners, traders, and prospectors flows through its heavy doors.
History
The Exchange was founded shortly after Phandalin’s resettlement as a means to legitimize mining operations in the region. However, its wealth and independence quickly made it a focal point for competing factions seeking control of the area’s resources.
Key Figures
- Halia Thornton – Guildmaster and de facto power broker of Phandalin.
- Zhentarim – Operate covertly through Halia’s leadership, using the Exchange to launder coin and move assets.
- Sildar Hallwinter – Keeps a wary eye on the Exchange, suspecting corruption.
Current Status
Active and thriving. While its surface operations are legitimate, rumors persist of a hidden ledger detailing secret transactions with the Zhentarim and, more recently, unexplained influxes of gold traced to distant cities.
Appearances
- Session 03 – Welcome to Phandalin – The adventurers meet Halia Thornton, who offers a bounty for the death of Glasstaff.

Truth: The Phandalin Miners’ Exchange doubles as a Zhentarim front for regional operations, allowing Halia Thornton to coordinate shipments and covert trade across the Sword Coast. Recently, funds have begun moving through Zhentarim channels that trace back to merchants associated with the Cult of the Dragon.
Foreshadowing:
- The Exchange’s financial dealings foreshadow the complex alliance (and rivalry) between the Zhentarim and the Cult of the Dragon in Rise of Tiamat.
- Should the adventurers earn Halia’s trust, they may uncover evidence of the cult’s laundering operations, linking local banditry to the cult’s treasure hoards.
- Later in the campaign, the Exchange could serve as a key political battleground or resource hub depending on how faction alliances evolve.
